You are going to substitute the rug in your lounge and want to run presenter wire and HDMI wire before it is replaced? The space does not have a program currently, though it is huge so I have some versatility with regards to establishing it up? You are preparing to position the presenter wire under the cushioning that goes under the home theater room carpet?

it's a bad concept to run cords under the rug. Even if they're under the cushioning, you are likely to create bumps/ridges eventually.
A better concept is to run them around the edge of the space in the gap between the carpet's devices remove and the walls, beneath base board.
Are you putting all your devices in a returning area or closet? Just thinking why the need to run HDMI across the space. Maintaining the device and other resources at least near the show would create factors a lot simpler. The only factors you would then need to run around the space is some presenter wire.
If your space has top moulding (or if you'd consider including some) that's another simple position to run some cables if need be.
Lay the cords BEFORE you lay the rug pad. Determine where you want your 4/5 and possible 6/7 sound program before side.
If you lay cords between the pad and rug you will run into issues, but if under the pad...
You can create your own ground "speaker wire terminals" (similar to electric sites in the floor) instead of having to just "cut an opening in the carpet".
However, if your believed was to run the cables between the rug and pad, run the wire under the ground.
